Togo’s 2026 Finance Law (Law No. 2025-002) establishes the legal basis for Certified Electronic Invoices. These invoices must be created, transmittedreceived, and archived electronically in line with applicable legal and regulatory requirements.

The tax administration may receive transaction data electronically in real time, on a deferred basis, or periodically, and may operate a national platform or approve private platforms. Until the regime is operational, taxpayers can continue using the standardised paper invoice.
