São Tomé and Príncipe operate a mandatory electronic fiscal-document communication framework through e-Factura, administered by the Direcção dos Impostos (DI). Covered businesses and other taxpayers must issue compliant invoices or equivalent documents and communicate prescribed document data to the DI through the authenticated Fazenda Non portal.

However, São Tomé real-time reporting should not be described as universal transaction-by-transaction reporting at the point of sale. Under e-Factura, invoice data is generally submitted by the eighth day of the following month, through a DI-defined structured file or the tax portal.

In February 2026, São Tomé and Príncipe’s tax and tourism authorities signed an agreement to strengthen VAT oversight, taxpayer registration and e-Factura compliance across the tourism sector. The initiative supports information-sharing to curb informality and improves monitoring of tourism-related tax revenue.

E-Factura remains an official online service of São Tomé and Príncipe’s Ministry of Planning, Finance and Blue Economy. The platform supports fiscal-document series requests, document communication, certified-software registration, and portal-based invoice issuance.

The Direcção dos Impostos (DI) requires certified e-invoicing software to apply access controls, maintain sequential fiscal-document numbering, protect fiscal data against unauthorised changes, and generate the required invoice-communication file.

What Does “Fiscalization” Mean in São Tomé and Príncipe?

In São Tomé and Príncipe, fiscalization is primarily implemented through e-Factura: a framework for controlled invoice issuance, electronic communication of fiscal-document data, validation of issuing systems and tax-authority oversight. It gives the DI a transaction record that can be used to identify inconsistencies, support taxpayer corrections and strengthen tax control.

The system is broader than a retail fiscal receipt. It covers invoices and equivalent documents, including simplified invoices, sales slips, receipts, debit notes, credit notes, delivery notes and return notes. Businesses using computerised invoicing must use DI-certified systems. Businesses issuing paper fiscal documents must use DI-certified printers and DI-authorised numbering.

Timeline

  • 16 November 2016: Decree-Law No. 9/2016 established the general legal framework for invoices and equivalent documents, including mandatory invoice issuance, document content and sequential numbering rules.
  • 9 December 2019: Decree-Law No. 14/2019 established the e-Factura framework for electronic communication and processing of fiscal-document data.
  • 1 June 2023: VAT entered into force. The DI confirmed that normal-regime VAT taxpayers must meet e-Factura issuance and communication requirements to charge and deduct VAT.
  • Current framework: Invoice and equivalent-document data is generally communicated through Fazenda Non by the eighth day of the following month.

Who Does Fiscalization Affect?

São Tomé and Príncipe fiscalization requirements apply to a broad taxpayer population, including taxpayers that are exempt from a particular tax but are still within the e-Factura regime’s scope.

The electronic communication requirement covers:

Fiscal Regulations That Affect Businesses

Decree-Law No. 14/2019 regulates e-Factura communication and processing. It governs fiscal-document issuance, invoice-data reporting to the tax authority, document corrections and transaction verification.

Invoice Issuance and Controls

Invoices must be dated, sequentially numbered and issued within DI-authorized ranges, without gaps or duplicates. They must include key issuer, tax, document, date and amount details, plus software certification information for system-generated invoices.

Invoices cannot be deleted or simply cancelled after issue. Errors, returns and price adjustments must be documented through corrective documents, such as credit or debit notes, linked to the original invoice.

Reporting and Structured Files

São Tomé e-Factura reporting is generally due by the eighth day of the month following the document’s issuance, under Article 14 of Decree-Law No. 14/2019

Group 1 taxpayers, those classified under the IRS or IRC tax codes as Grupo de Tributação 1, generally businesses that keep organised accounting (contabilidade organizada) must upload invoice information to Fazenda Non in a structured file format set by the DI.

Other taxpayers can enter invoice details directly in Fazenda Non or use the structured-file method. Credit notes, debit notes and return notes must be reported by the same deadline and identify the original document they correct or relate to.

Businesses should confirm the current DI file format, portal template and submission method before building and ERP, POS or accounting-system integration.

Validation, Verification and Records

E-Factura improves traceability through certified software, controlled invoice numbering and portal-based checks. Fazenda Non allows users to verify taxpayer and invoice-numbering certification, while issuers and identified buyers can access reported document details through authenticated accounts.

Electronic reporting does not remove record-retention duties. Buyers and certified printers must keep relevant invoice or order records for five years and provide them to the DI on request.

Implications and Penalties

Under Article 19 of Decree-Law No. 14/2019, e-Factura failures can result in the following fines:

If the DI identifies discrepancies, it opens a verification procedure and gives the taxpayer 15 days to correct the issue or explain it. If unresolved, the DI may make corrections, issue tax assessments and apply the relevant sanctions.

Your Trusted Partner for Fiscalization in São Tomé and Príncipe

São Tomé and Príncipe’s fiscalization model combines DI-controlled invoice issuance, certified software, structured document reporting, electronic verification and audit-ready record keeping. The key practical distinction is that e-Factura is a mandatory fiscal-document communication framework, while the statutory reporting deadline is generally monthly rather than universally real-time.

DDD Invoices supports businesses in designing fiscal-document workflows for local reporting requirements, including document numbering, structured records, correction flows, reporting outputs and audit-ready archiving. Businesses should confirm country-specific technical requirements with the DI before implementation.

FAQs

Is São Tomé e-Factura reporting real time?

Not as a general statutory rule. The e-Factura regime generally requires invoice data to be communicated by the eighth day of the month following issuance. Businesses should not describe the framework as universal real-time transaction reporting unless a DI technical rule specifically imposes an immediate transmission obligation for their category or process.

Which documents must be communicated through e-Factura?

The system covers invoices and equivalent documents, including simplified invoices, sales slips, receipts, debit notes, credit notes, delivery notes and return notes. Corrective documents must identify the original invoice or document to which they relate.

Which file formats does São Tomé e-Factura support?

The law requires Group 1 taxpayers to communicate a structured file in a format defined by the DI. Decree-Law No. 14/2019 does not name JSON, CSV, XLS or XLSX as mandatory universal formats. Confirm the active DI technical specification, portal instructions and available import templates before implementing an automated submission workflow.

When must fiscal documents be issued in São Tomé and Príncipe?

Fiscal documents must generally be issued when payment is made or no later than the fifth working day after the supply of goods or provision of services. For sales on credit or installment sales, the document must be issued when the goods are supplied or the service is performed. Where payment is received in advance, the supporting document must be issued on the date the payment is received.

How long must fiscal documents be retained?

Taxpayers must archive and retain invoices, equivalent documents and relevant records relating to their information-processing systems for five years. The records must be kept at premises or establishments located in São Tomé and Príncipe. Digital backup copies do not replace the statutory archiving obligation.
